Privacy Policy

The Provincialisation Management System (PMS) is a Govt. portal developed to facilitate the process of provincialisation of venture schools and colleges and the services of the teachers. This Privacy Policy outlines how information is collected, used, stored, protected, and disclosed through the PMS portal. By accessing or using the PMS, users agree to the terms of this Privacy Policy.

1. Data Collection

The PMS collects information solely for official, lawful, and administrative purposes related to submission and processing of applications for provincialisation of schools and teachers - verification, scrutiny, and approval by designated authorities, monitoring, reporting, and audit of provincialisation processes, communication with applicants and stakeholders, compliance with applicable laws, rules, and government policies.

2. Information Collection

The system may collect the following categories for information:

a. Institutional Information

  • School name, address, DISE / UDISE / UDISE+ code, management details.
  • Year of establishment and recognition details.
  • Land acquisition and staff details as required under provincialisation rules.

b. Personal Information of Teachers & Staff

  • Name, Email ID, Phone No., Date of Birth and Gender.
  • Educational qualification and professional experience.
  • Appointment details, service records, and employment history
  • Government issued identification (Aadhaar Card).

c. System and Usage details

  • Login credentials and user roles.
  • IP address, browser type, device information.
  • Date and time of access, system logs, and activity records.

3. Use of Information

Information collected through PMS shall be used strictly for processing and evaluation of provincialisation applications, verification and cross-checking with government databases, generating reports, dashboards, and official records, ensuring transparency, accountability, and efficiency in decision-making, providing system support, maintenance, and security monitoring. The data shall not be used for any commercial or unauthorized purpose

4. Data Sharing and Disclosure

Information submitted on PMS may be shared only with authorized government departments, directorates, and officials, scrutiny committees, verification teams, and audit authorities. Other government systems for validation and compliance, where legally permitted data shall not be shared with any third party except when required by law, court order, or government directive for system operation, maintenance, or security by authorized service providers under strict confidentiality obligations

5. Data Security

PMS implements appropriate technical and organizational measures to safeguard data, including role-based access control and user authentication, secure hosting environment and encrypted data transmission, regular system audits, backups, and vulnerability assessments, logging and monitoring of system activities to prevent unauthorized access. However, while reasonable security practices are followed, absolute security cannot be guaranteed due to the nature of digital systems.

6. Data Retention

Data collected through PMS shall be retained for the duration necessary to fulfill the purpose of provincialisation and as per applicable government record retention policies and legal requirements. Upon completion of the purpose, data may be archived or disposed of in accordance with government norms.

7. User Responsibilities

Users of the PMS are responsible for providing accurate, complete, and truthful information. Maintaining confidentiality of login credentials, not uploading false, misleading, or unauthorized documents is sole responsibility of the applicants. Any misuse of the system or submission of incorrect information may attract administrative action as per applicable rules and laws

8. User Rights

Subject to applicable laws and government policies, users may access and review their submitted information, request correction of factual inaccuracies through prescribed procedures. However, modification or deletion of records may not be entertained once an application enters official scrutiny or approval stages.

9. Cookies and Tracking

PMS may use session cookies or similar technologies to maintain and secure user sessions, enhance system performance and usability. These cookies do not collect personal information beyond what is necessary for system functionality.

10. Changes to Privacy Policy

The Government / Education Dept. of Assam reserves the right to modify or update this Privacy Policy at any time. Changes shall be effective upon publication on the PMS portal. Continued use of the system after such changes constitutes acceptance of the revised policy.
